Documenting at the Airpark
EEIDD Resolution 056-2026 (Chapter 9, effective October 1,
2026) regulates demonstrations and expressive assemblies on
Airpark property. It expressly does not cover news gathering:
-
Sec. 9-2(c): a "demonstration or expressive
assembly" "does not include ordinary pedestrian activity …
news gathering … or other individual expression that does not
obstruct" use of EEIDD property.
-
Sec. 9-26(d)(4): even in terminals, terminal
frontage zones, and leased property, the ban on demonstrations
"shall not prohibit an individual lawfully present … from
engaging in lawful news gathering."
-
Sec. 9-26(f): the ordinance creates no right
to enter secured, sterile, restricted, leased, or nonpublic
airport areas.
The yellow areas are where demonstrations may assemble. They do
not limit where a reporter may stand. Red dashed roads are
ones OpenStreetMap mappers tagged as private access; untagged
roads are not confirmed public. The map is not legal advice.
What this map shows
Buildings and tenants at England Airpark, the former England Air
Force Base, merged from the Airpark's own website, its public
Google My Map, the 2008 AEX Master Plan, OpenStreetMap, and
Microsoft's building footprints.
Outlines are buildings, not leases
The shapes are building footprints traced from aerial imagery.
Leased premises can include yards, lots, and fenced compounds
beyond the building. Lease boundaries are described in the lease
agreements themselves, which the England Authority does not
publish.
How outlines are labeled
An outline gets a building number or tenant only when a pin on
the Airpark's own map sits on it or within 30 m of it, or
when an OpenStreetMap outline carries the same street address as
a listing. Pins with a dashed ring use the approximate center of
a listing page's embedded map instead.
Lease status
"Leased" comes from the Leased: Yes/No line on each
listing page and can be out of date. The site rarely names the
tenant.
Detention & law enforcement
Highlighted when a tenant, note, or source description mentions
detention, corrections, a prison, a sheriff, or the US Marshals.
The panel for each place says which source triggered it.
